Procedure for adding a new site to the ALRS database 11/18/05

Need to determine what currently exists in ALRS tables (activity_location,
location, location_in_segment, and perhaps river_segment), to look up seg_id,
and loc_id.
Need to gather data from production RKM.
Need to ask Dave what kind of activity takes place at the site?
(tagging, recapture, release, interrogation, sbyc, mortality)
Need to create an entry in activity_location for each activity type at the
site.
Need to know site code, lat/lon, rkm.
Need to derive pixelx and pixely from lat/lon.
