Procedure for adding a new site to the ALRS database

Using the ALRS webapp for this site entry.
Code Type: Tagging Site Proposed Code: HLK Proposed Description: Hemlock Dam Release Site: No Reason for proposal: New dam site. Anchor for HLX detection site. 45.8021°, -121.9302° (provided by Ian Jezorek, who also provided the RKM of 251.017.002, and who told me the dam is on Trout Creek, which is already defined in ALRS). StreamNet DamID=? Will also add tailrace release site (HLKTAL)
