Found SREE scheduler running on jack, so decided to upgrade bay first.
Unpacked the tarball for patch p12964 in $II_SYSTEM/ingres
Shutdown weblogic on bay, both the appserver and admin server. Left the appserver and scheduler running on jack. The site is still up and functioning at this point.

Now bay is upgraded and running. Testing with this URL: http://bay:7003/ptagis/ The PTAGIS site is running well on bay. Testing CEW with this URL: http://bay:7003/cew/login.htm
CEW is still not working, but that may be something that can be fixed in the application code. Proceeding with the patch.
