PTAGIS authentication

It is possible for the PTAGIS web site to get into a state where the user is only half logged-in. The Sitescape component does not timeout as quickly as the Java components. And the top menu bar still shows the user as logged in (username is present on left, and LOGOUT option is visible). But the left menu shows the options that should be presented to a non-authenticated user.
