Objective

This document will ensure a controlled process that addresses the shutdown process of an interrogation platform under various conditions and emergency situations.

Scope

This document will outline standard shutdown practices and address unique situations that may be incurred through out the course of the interrogation season therefore requiring special instructions.

Responsibilities

The focus of this document will be to outline the roles and responsibilities of different departments as specific disciplines are required.

Procedure

End of Season Facility Shutdown, Ongoing Year around Data Collection

This category indicates that the data collection computer will actively, year around, collect data and submit interrogation files irregardless of the facilities status.

  1. Site personnel notify PTAGIS-Kennewick that the facility will be out of operation, (De-watered) on specified date.
  2. PTAGIS staff posts notification to the event log.
  3. PTTP up loader remains engaged and sending data files to PTAGIS.
  4. Problem with Remote Data Site alerts will remain actively tracking PTTP transactions and e-mail notifications will commence.
  5. PTAGIS-Kennewick office responds to any platform issues at the facility level to ensure ongoing interrogation.
  6. The level of response to disruption in data collection is reduced to a low priority.



Non-Commercially Powered (Interrogation Site Shutdown)

This category will address the shutdown process for Interrogation platforms that operate without the use of commercial power. Example would be the JCJ installation that relies on a propane powered generator and will only operate during the out-migration period.

  1. Site personnel notify PTOC-Kennewick that the facility will be out of operation on specified date.
  2. PTAGIS Field Operations posts notification to the event log.
  3. PTAGIS Field Operations verifies that all interrogation files for the season have been submitted and the data set is complete.

  4. If data set is not complete, PTAGIS-Kennewick attempts to retrieve missing data files from the data collection platform. If the missing data files reside on the backup computer (PC2) Refer to Reference SOP Site Platform Manual File Submission
  5. PTAGIS Field Operations submits the missing data files (if available) to PTAGIS in order to reconstruct the data set. Refer to link, SOP Site Platform Manual File Submission below in the reference section.
  6. PTAGIS Field Operations and System Analyst concur data set is complete or as complete as possible.
  7. PTAGIS Field Operations does a controlled shutdown of the data collection platform.
  8. PTAGIS Field Operations the event log of the exact time and interrogation stopped and any other pertinent information regarding event.
  9. Notify System Analyst to disengage the “Problem with Remote Data Site” monitoring mechanism.



Decommissioning an Interrogation facility

This section will describe the process that will permanently remove an entire Interrogation system from existence.

  1. Site personnel or governing agency notifies PTAGIS-Kennewick that the facility will be out of operation on specified date.
  2. PTAGIS Staff posts notification to the event log.
  3. PTAGIS Field Operations verifies that all interrogation files for the season have been submitted and the data set is complete.
  4. If data set is not complete, PTAGIS-Kennewick attempts to retrieve missing data files from the data collection platform. If the missing data files reside on the backup computer (PC2)Refer to link, SOP Site Platform Manual File Submission below in the reference section.
  5. PTAGIS Field Operations submits the missing data files (if available) to PTAGIS in order to reconstruct the data set. Refer to link, SOP Site Platform Manual File Submission below in the reference section.
  6. PTAGIS Field Operations and System Analyst concur data set is complete or as complete as possible.
  7. PTAGIS Field Operations does a controlled shutdown of the data collection platform.Reference above paragraph Non-Commercially Powered (Interrogation Site Shutdown)
  8. PTAGIS Field Operations updates the event log of the exact time and interrogation stopped and any other pertinent information regarding event.
  9. System Analyst permanently disengages the “Problem with Remote Data Site” monitoring mechanism.
  10. PTAGIS Field Operations removes interrogation platform and all peripheral devices.
  11. Depending on the situation, the agreement between PTAGIS and the acting agency, will determine the degree of demolition. For instance, all flex conduit, antenna shields, coils etc be removed from site.
  12. All equipment that formally belongs to PTAGIS project will be brought back to the PTAGIS-Kennewick office and archived for redeployment.
