I'm still trying to find a way to have just a single link open into a new window, but that function is related to the security holes of javascript, so Mediawiki tries really hard to prevent you from doing that.

I guess this needs to go on the wiki suggestion page.

He and Alan were working on the PTAGIS Field Operations Webtools wiki page, and would like to have the external link to CEA open up a new window automatically instead of having to tell the link to open in a new window. It sounded like a configuration thing to me, so I told Don I would check with you to see if that change can be made.
